Native zfs vs zfs-fuse

For most of them yes. You can simply read the current value out
of /sys/module/zfs/parameters/.  However, zfs_arc_max, zfs_arc_min, and
zfs_arc_meta_limit will be set to zero if zfs was allowed to dynamically
set them. To get these values you will need to look
at /proc/spl/kstat/zfs/arcstats.

$ grep [0-9] /sys/module/zfs/parameters/*
/sys/module/zfs/parameters/arc_reduce_dnlc_percent:3
/sys/module/zfs/parameters/zevent_cols:80
/sys/module/zfs/parameters/zevent_console:0
/sys/module/zfs/parameters/zevent_len_max:128
/sys/module/zfs/parameters/zfs_arc_max:0
/sys/module/zfs/parameters/zfs_arc_meta_limit:0
/sys/module/zfs/parameters/zfs_arc_min:0
/sys/module/zfs/parameters/zfs_prefetch_disable:0
/sys/module/zfs/parameters/zfs_vdev_aggregation_limit:131072
/sys/module/zfs/parameters/zfs_vdev_max_pending:10
/sys/module/zfs/parameters/zfs_vdev_min_pending:4
/sys/module/zfs/parameters/zio_bulk_flags:0
/sys/module/zfs/parameters/zio_delay_max:30000
