This bug is ticketed as https://github.com/dajhorn/pkg-zfs/issues/29.

ZFS cannot be mounted on any mount point that has an override in the
`/lib/init/fstab` file.  Linux systems that do not have a
`/lib/init/fstab` file are unaffected and can mount ZFS on `/tmp` or
anywhere else.
