If you created the directories with "zfs create" rather than with 
"mkdir", they probably get treated as different filesystems, and as such 
they need separate domain entries in dsm.opt. Try listing them in 
dsm.opt like this:
   domain /
   domain /tank
   domain /tank/dir1
   domain /tank/dir2
