Among other things, you can also, make sure the CPU has no strange
position, check the BIOS to see if there's no fancy setup (sometimes,
"fast" or "turbo" intrinsic setups are terrible because they use bad
timings, clocking, etc), make sure each and every connector is correctly
pushed in it's counterpart.

I guess you have a redundant PSU, so test with only one and see if it
goes on or not, also test the other, this way you'll be sure - also
check they're fully engaged in their housing - many problems could come
from a bad PSU.

In last ressort, run 3 times around the block in the buff, cursing loudly
micro$oft, won't help but relieves the pressure ;)
